Look, it's banal. It's commonplace to talk about the cures for cancer, the COVID vaccines. But it's true. AI has the potential to transform our world into a place that's unimaginably better for human existence, for the environment, and for the entire ecosystem,\" O'Flaherty said.\u00a0\n\n\"But there are risks and there are the most enormous risks. We've seen them already. We've seen discrimination in the application of AI. We've seen the ability it has to spread disinformation. We see the horrors of weaponry. We see the risks of using AI in the justice sector. The list goes on\".\u00a0\n\nElected to his current role by the Parliamentary Assembly of the Council of Europe in January this year, O'Flaherty has long been a vocal proponent of regulation to protect human rights.\n\n\"There are ways to manage those risks: guardrails. And the most obvious guardrail is honouring the human rights commitments that our states have entered into,\" he told Euronews Next.\u00a0\n\n\"They are as relevant online as offline, in the tech sector as anywhere else. The trick is to get to the toolbox developed for the application of human rights in the tech context and determine the right balance of regulation\".\n\nThe EU AI Act, which came into force on August 1 this year, provides some safeguarding, but it is as yet untested when it comes to defending human rights, the commissioner explained.\n\n\"The EU AI Act is a really interesting and important precedent, but it's way too early to call on it yet, to see what it looks like and how it operates in practice,\" O'Flaherty said.\u00a0\n\n\"The Council of Europe has developed a framework convention on artificial intelligence; a totally different kind of instrument and designed to commit those states that sign up to it to guarantee putting human rights at the heart of the oversight of AI and then delivering the meaningful oversight,\" he added.\n\nBridge between tech and human rights' world\n\nIn contrast to the EU AI Act, the framework - which has so far been signed by European Union member states, the UK, and the United States - is the first-ever international legally binding treaty of its kind and is purposefully designed to fill in the legal gaps left by rapid technological advances rather than regulate the technology itself.\n\nGiven the challenges being presented by the digital era, however, the tech sector and those advocating for human rights need to find a better way of communicating with each other, O'Flaherty noted.\u00a0\n\n\"I'm at Web Summit, which is a tech event. It's full of techies. It's full of people who know the industry inside out. There's an awful lot of goodwill here,\" he said.\u00a0\n\n\"There's a genuine desire and an energy to build a better world. And the problem is the pathway to the better world... One of the issues is the tech world and the human rights world need to find a common language. We need to learn to speak to each other,\" he added.\u00a0\n\n\"One way that we will do a better job of communicating is by working with civil society. There are very smart people out there in NGOs and other parts of civil society who have built the bridge. And they need to be involved in these conversations if we're to make a future which would bring benefit for us all together\".\n\nThis bridge between the technology world and civil society could be instrumental in helping to serve justice for the atrocities committed in Ukraine since Russia\u2019s invasion began.\n\n\"There has to be justice. We have to have criminal accountability for criminal acts,\" O'Flaherty said.\u00a0\n\n\"I've been to Bucha myself. I've been told firsthand about the horrors of what happened there. But I've been in many other places where atrocities have been perpetrated around the world. And I'm so glad that I was able to be part of a process towards getting criminal justice for those acts,\" he added.\n\n\"[Justice] contributes to that sense of never again. And it has this preventive role. This flexibility is beneficial, especially for women, as it allows us to return to work without resuming demanding schedules.\u201d<\/p>\n<p>Although Daniela may not benefit from this extension, future parents would be able to spend more time with their children while minimizing the impact on household finances. \u201cI think it\u2019s essential to offer support to both mothers and fathers so they can spend more time with their young children when they need it most,\u201d she added.<\/p>\n<p>The proposal for extended parental leave will continue to be discussed in the parliamentary committee. <\/p>\n<p>However, it is not included in the 2025 State Budget, with the government warning that the proposed changes would add 230 million euros in costs, raising total expenditures for parental leave to 630 million of the Portuguese Workers (CGTP), the country's largest federation of trade unions, marches took place in Porto and the capital, Lisbon.\n\nThe CGTP\u2019s Secretary General, Tiago Oliveira, said the protests were directed at both the public and private sectors and wraps up a month of activism under the banner, 'Increase Salaries and Pensions, Solve the Country\u2019s Problems'.\n\nOliveira said the day-to-day difficulties faced by workers stem from political decisions and highlighted unaffordable housing and limited access to healthcare as key concerns.\n\nHe also criticised a recent deal the government struck with the General Union of Workers (UGT) and four employer confederations which proposes increasing the monthly minimum wage to \u20ac870 by 2025. CGTP members were left out of those negotiations.\n\n\"There is money in the country. The problem is the distribution of wealth and we need to keep working to ensure that a larger share goes to the workers who produce it every day,\" said one protester in Lisbon.\n\nWhile another in Porto complained that his education hadn\u2019t guaranteed a good job and salary.\n\n\"I have a university degree and I thought it would be different, that I would have better conditions and opportunities but unfortunately that's not the situation and we'll be here to fight for something better,\" he said.\n\nPortugal is one of Western Europe's poorest countries with official data showing that more than half of workers in country earn less than \u20ac1,000 a month.\n\nCurrently, workers in Portugal get a minimum wage of \u20ac820 a month.\n\nThe government has also proposed raising the minimum wage by \u20ac50 a year until 2028, increasing the national minimum wage to \u20ac1,020 in 2028.\n\nBut despite the increase, Portugal's minimum amount remains far below its European Union counterparts.\n\nComparing Portugal's minimum wage\n\nAccording to data from Eurostat, out of the 22 member states that have a minimum wage, Portugal's ranks twelfth in the bloc.\n\nThe European ranking is led by Luxembourg, where the minimum monthly wage stands at \u20ac2,204 per month.\n\nBehind Luxembourg is Ireland, where workers earn a minimum wage of \u20ac1,840 a month. The Netherlands comes in third with \u20ac1,829 per month.<\/p>\n<p>Belgium is also in the top five highest minimum wage-paying countries in the EU with a monthly salary of \u20ac1,774. Her cuisine has been described as unique and irreverent, and her punky appearance and demeanour reenforce that. But this is still a work in progress, she admits. \n\n\"I'm still pretty young, so I'm still in a constant evolution of finding my identity,\" she says. \n\nBut make no mistake. This is no newbie. She's now turning thirty and has been running kitchens since the age of 21. And the maturity is fully in evidence with the dining experience. \n\nWhat's on the menu?\n\nThe mackerel tart with dashi and thinly sliced carrots\u00a0is a one-bite citrus bomb with cream like a cannoli. \n\nThe sardine with black aioli on a tuile biscuit truly fascinates. It works as traditional yet elevated finesse but it also betrays a sense of humour.\n\nIt encapsulates everything that needed to be encapsulated in one image. It's so simple, it's brilliant. You have history and elevation in one blink. A statement that is hard to beat in terms of its ability to wow you initially, immediately, and yet be packed with meaning. \n\n\"There's a lot of work,\" Bourrat explains. \"It's a complicated dish to make, especially to get consistency on it, because it has so much precision, but if you're not precise enough, it can just look like it's a five-year-old child that drew something.\"\n\nA city of little lettuces\n\nThis dish made its debut in June when the city is eating a lot of sardines and celebrating the Festas de Santo Ant\u00f3nio a marking the life of the canonised alfacinha (a term referring to someone from Lisbon although it translated literally as 'little lettuce'), St Antony, patron saint of lost items. Bourrat's sardine will help ensure that this traditional fish never loses its place. \n\nThe vegetarian sweet potato ceviche with Lecce de Tigre\u00a0and frozen lime kaffir from Japan\u00a0is a firework, bursting with acid and bright lights while providing a chilli kick that sends your eyebrows a little higher than your facial structure expected. \n\nThe milk is sleek then cut by the excellent pairing from Ukrainian sommelier, Anastasia, of a blue slate Mosel Riesling. Gorgeous.\n\nThe chef's keenness to promote the vegetarian side of her repertoire was in evidence at this autumn's Chefs on Fire event along the coast in Cascais where she cooked up Szechuan-style potato salad with smoked pur\u00e9e, burnt leek and baby carrots. \n\nBack at Boubou's, Hamachi from the Azores is paired with a Verdelho from the archipelago's Pico Island made by 24 year old winemaker, Lucas Lopes Amaral. \n\nIt's a delicious, sushi-style dish with the rice twist adding a prawn cracker feel while the ponzu acid sharpens the mouthful of succulent fat fish. The Verdelho doesn\u2019t impose at all, rather its delicate volcanic character coats the mel\u00e9e in geography.\u00a0\n\nA lightness of touch combined with a boldness of flavour, isn't this fine dining?\n\n\"Fine dining -- the old school fine dining -- is slowly, slowly dying,\" says Bourrat. \"There is so much of an abundance of new things that people are not so easily impressed anymore. So in order to really thrive, you need to be extremely good. I don't think that that many places are actually hitting the mark or no longer hitting the mark. Not because they are not good, just because people have a much wider range of experiences. Because they're not shocking maybe, they're not surprising enough.\"\n\nTourism and money\n\nMaybe it's also a price point problem. Lisbon is suffering from tourists not having as much disposable cash\u00a0as they did in recent years. Footfall is still healthy, they are still coming, but the numbers don\u2019t translate into the expected revenue as more and more of them stay in their Airbnb instead of touring the city's eateries. But if you crave a high level of cooking, 7 courses at Boubou's is just under the 100 euro mark, making it comparatively very reasonable. \u00a0\n\nBourrat's Ox Tongue dish is the banner-waver for keeping it real. \"It's the memories of our grandmothers,\" she tells me. It is marinated first then slow cooked in broth and served with smoked eel in a tarragon-heavy ravigote sauce and a beef consomm\u00e9 filled with \"spices that grandma used to use like cinnamon and mixed pepper.\"\u00a0\n\nAnastasia's pairing is so clever here. The slight offal tinge is thrown into a rustic kaleidoscope with the tarragon and the medicinal hints from a lengthily-macerated and complex Georgian wine: a sulphuric nose with acacia, plasticine and wax and a palate brimming with nectarine and notes of elderflower and peat. This bewildering medieval soup is a cuv\u00e9e called Iago. Made from the Chinuri grape, it stays six months on the skins.\n\nMore tradition is adhered to with Bourrat's take on the classic pork and clam dish, Carne de Porco Alentejana. She uses black pork from Portugal's Alentejo region, cured first with salt and sugar then cooked sous vide.\n\nSmoked bonito flakes give the mayonnaise a Japanese feel and coriander oil is added (which is always served with the traditional dish). Bourrat adds blood orange and mustard seeds\u00a0to achieve table-thumping tastiness with just the right amount of salt to titillate.\u00a0\n\nThe clam sounds a little jarring to the uninitiated but rather like a beef with anchovy dish I had in Bordeaux once, it provides textural complexity as well as natural salinity. It's bold and fun.\n\nGirls just wanna...\n\n\"Chefs from my generation still want to do fine dining, but they no longer want the white table cloths and stuff,\" Bourrat insists. \"They want to be able to put on loud music and wear Doc Martens. We still want to have fun, you know.\"\n\nThere's definitely something maverick about infusing panna cotta cream with CBD but the addition of caramelised pistachio, fresh and pickled apples, cucumber and shiso leaf granita shows a deftness behind the renegade punk. But the focus here is on feeling comfortable and looked after. \n\n\"Some of the classic three-star places, even from the moment you step in, you feel like you don't belong already. It's like the amount of money that you're dropping on the table, you're supposed to feel comfortable, but it's the opposite. You want to feel like you're a superstar. That's what you need to feel like. We don't want people to feel pressure that they are not properly dressed or they are being too loud,\" she explains. \n\nWe finish with the dish that made her famous\u00a0on French TV. Black garlic and miso ice cream with chocolate, shiitake, and truffle crumble with a buckwheat cracker.\n\nIt is of course a total tour de force from this charismatic chef. Oodles of umami wrapped in chocolate familiarity and a depth of flavour to intertwine with the myriad tones of Anastasia's Madeira, a winning match. \n\nWhere's Michelin in this?\n\nOn the topic of accolades, Bourrat isn't such a renegade that she rejects them. A mature renegade perhaps?\n\n\"We're trying but I don't obsess over it. I don't get mad at it. If it doesn't happen right away I will be okay,\" she says. \n\n\"Something that I learned in Top Chef that was very, very useful: to mentally keep going until the end. The only thing that you can do that is in your power is to do your best. A statement that is hard to beat in terms of its ability to wow you initially, immediately, and yet be packed with meaning. <\/p>\n<p>\"There's a lot of work,\" Bourrat explains. \"It's a complicated dish to make, especially to get consistency on it, because it has so much precision, but if you're not precise enough, it can just look like it's a five-year-old child that drew something.\"<\/p>\n<h2>A city of little lettuces<\/h2><p>This dish made its debut in June when the city is eating a lot of sardines and celebrating the <a href=https://www.euronews.com/"https:////pt.euronews.com//video//2022//06//13//santos-populares-animam-lisboa/">Festas de Santo Ant\u00f3nio<\/strong><\/a> a marking the life of the canonised alfacinha (a term referring to someone from Lisbon although it translated literally as 'little lettuce'), St Antony, patron saint of lost items. Because they're not shocking maybe, they're not surprising enough.\"<\/p>\n<h2>Tourism and money<\/h2><p>Maybe it's also a price point problem. Lisbon is suffering from tourists not having as much disposable cash\u00a0as they did in recent years. Footfall is still healthy, they are still coming, but the numbers don\u2019t translate into the expected revenue as more and more of them stay in their Airbnb instead of touring the city's eateries. But if you crave a high level of cooking, 7 courses at Boubou's is just under the 100 euro mark, making it comparatively very reasonable. \u00a0<\/p>\n<div class=\"widget widget--type-quotation\n widget--size-fullwidth\n widget--align-center\">\n <div class=\"widget__wrapper\">\n <div class=\"widget__content\">\n <blockquote class=\"widget__quote\">\n <span class=\"widget__quoteText\">Chefs from my generation still want to do fine dining, but...they want to be able to put on loud music and wear Doc Martens<\/span>\n <\/blockquote>\n <cite class=\"widget__author\">\n <div class=\"widget__authorText\">\n Louise Bourrat\n <\/div>\n <\/cite>\n <\/div>\n <\/div>\n<\/div>\n\n\n<p>Bourrat's Ox Tongue dish is the banner-waver for keeping it real. \"It's the memories of our grandmothers,\" she tells me. It is marinated first then slow cooked in broth and served with smoked eel in a tarragon-heavy ravigote sauce and a beef consomm\u00e9 filled with \"spices that grandma used to use like cinnamon and mixed pepper.\"\u00a0<\/p>\n<p>Anastasia's pairing is so clever here. The slight offal tinge is thrown into a rustic kaleidoscope with the tarragon and the medicinal hints from a lengthily-macerated and complex <a href=https://www.euronews.com/"https:////www.euronews.com//2022//10//04//climate-change-wreaks-havoc-with-georgias-emerging-wine-market/">Georgian wine<\/strong><\/a>: a sulphuric nose with acacia, plasticine and wax and a palate brimming with nectarine and notes of elderflower and peat. This bewildering medieval soup is a cuv\u00e9e called Iago. She uses black pork from Portugal's Alentejo region, cured first with salt and sugar then cooked sous vide.<\/p>\n<p>Smoked bonito flakes give the mayonnaise a <a href=https://www.euronews.com/"https:////www.euronews.com//culture//2024//07//11//paris-welcomes-biggest-japan-festival-in-europe-with-osaka-as-city-of-the-year/">Japanese/strong>/a> feel and coriander oil is added (which is always served with the traditional dish). Bourrat adds blood orange and mustard seeds\u00a0to achieve table-thumping tastiness with just the right amount of salt to titillate.\u00a0<\/p>\n<p>The clam sounds a little jarring to the uninitiated but rather like a beef with anchovy dish I had in Bordeaux once, it provides textural complexity as well as natural salinity. It's bold and fun.<\/p>\n<h2>Girls just wanna...<\/h2><p>\"Chefs from my generation still want to do fine dining, but they no longer want the white table cloths and stuff,\" Bourrat insists. \"They want to be able to put on loud music and wear Doc Martens. We still want to have fun, you know.\"<\/p>\n<p>There's definitely something maverick about infusing panna cotta cream with <a href=https://www.euronews.com/"https:////www.euronews.com//health//2023//05//25//move-over-cbd-hhc-is-the-new-legal-cannabis-these-european-countries-want-to-ban/">CBD/strong>/a> but the addition of caramelised pistachio, fresh and pickled apples, cucumber and shiso leaf granita shows a deftness behind the renegade punk. But the focus here is on feeling comfortable and looked after. <\/p>\n<p>\"Some of the classic three-star places, even from the moment you step in, you feel like you don't belong already. It's like the amount of money that you're dropping on the table, you're supposed to feel comfortable, but it's the opposite. You want to feel like you're a superstar. That's what you need to feel like. We don't want people to feel pressure that they are not properly dressed or they are being too loud,\" she explains. <\/p>\n<p>We finish with the dish that made her famous\u00a0on French TV.
